Message Cliff notes: Speedo is either 0 or twice actual, sometimes jumping around. Cruise doesn't work. Power steering acts up with speedo. Odometer acts the same as speedo. All other gauges are fine. Read below for the details.

I've tried to do some research on this issue since it started happening to me. I have sent the cluster off to be reconditioned and checked. I feel confident that the issue is not with the speedometer itself at this point (of course, there's always that .1% chance).

Only the speedo and odometer seem to be affected (well, and power steering), all other gauges seem to be working fine.

Speedo starts going crazy, but lately it seems to stay at 2X's actual speed. Almost dead on compared to my GPS.
Sometimes it jumps around, but lately it's either at the 2X's actual or at 0. Odometer only works when the speedo works, and seems to work the same- twice actual speed = twice the mileage adding up.
I went through a sweeping curve when the needle started jumping around and I could feel the power steering acting up- hard, easy, hard, etc. as the needle jumped.
No other gauges on the dash are acting up.
I disconnected the ASCD under the ECU to see if that affected it, and it still was acting up. Plugged it back in to test the cruise control.
Cruise control will not engage unless speed is down on the speedo, so that has an effect on the cruise. On the rare occasion that it did engage, it would only stay on for maybe a second, and then cut off with a blinking cruise control light on the dash.

I've pulled the speed sensor and looked at it for any signs of a problem and it appears to be in good shape. No signs of it coming apart- the end isn't starting to stick out the back. Connections looked to be in good shape but I sprayed them with contact cleaner when reinstalling it. Gear looks perfect. I tried to connect it to my multi-meter and spin it by hand, and I did see a voltage jumping around so I assumed it was working fine.

Is this consistent with a failing speed sensor? Or is there another possible issue? I hate to spend the money replacing the speed sensor and still have the problem to chase down.
